There is a brand new HARP Program that just came out that should be available in the next couple of months for those that need to refinance but have not been able to because they are upside down on their redding ca area home loan.
The way the program works if if you owe more on your home than it is worth and have not been able to refi to take advantage of the Lower interest rates there is help available soon IF you have been current and have not missed payments!
What this will do is help those that have too many bills at the end of the month and not enough income! If you have been struggling but have been making your payments on time and could use a reduction in your housing expense (home payment) this might REALLY help you out!
